What does a single build window mean for a pool leak?

It means the failure points cluster. When a whole community's pools were installed within a few years of each other, they carry the same generation of fittings, the same style of skimmer, similar plumbing layouts and equipment of a similar vintage, so they reach the same wear thresholds at roughly the same time.
